GUÍA METODOLÓGICA PARA LA INCORPORACIÓN DE LOS DERECHOS HUMANOS EN LA COOPERACIÓN AL DESARROLLO

     In recent years and in a world characterized by social inequality and an increase in extreme poverty, the international community and social organizations have constantly stressed the direct relationship between human rights and the eradication of poverty. As former UN High Commissioner for Human Rights Louise Arbour stated: denial of human rights is part of the definition of poverty.

     Those of us devoted to the support of development projects and the consolidation of society-transforming processes find in human rights an essential anchoring point to successfully promote grass-roots social change. The mainstreaming of human rights in cooperation for development translates into the potential to actually deal with the different aspects of poverty. To this end needs and resources must be taken into consideration, but also and most importantly, capacity-building strategies for individuals to effectively exercise their rights and freedoms (the right to health, housing, education, food...) and for third parties to acknowledge the legal commitment derived from the observance of human rights.

     These guidelines offer a practical tool for NGDOs to mainstream human rights into everyday practices, including the identification and analysis of the realities around us as well as the outlining of specific intervention strategies. In this context, human rights observance shall be the lens trough which we view individuals and peoples as a matter of social justice.
